Paper or plastic? What's the best plate packing material?

Question:
What are the advantages and disadvantages of using plastic packing on sheetfed and web presses for packing under a plate?

Answer: Paper packing has advantages for the plant that needs to change print length due to stock changes, especially if the plant is not air conditioned or humidity controlled.

Use Plastic with A/C and CTP

Plastic that has adhesive for plate packing has many advantages, too, including stability, simplicity of use, speed, corrosion block and durability. In some cases, on specific web presses, the adhesive will not stick to the cylinders. All in all, plastic is preferred if packing is needed and the plant is air conditioned and CTP is used.

Why the distinction between A/C and non-A/C or humidity control? I would have thought that plastic was more stable in all circumstances.
